I can not RDP in to fix it, so I have to log on locally and roll the drivers back manually.

  4. Latest version of Skype does not support some webcams which the old one handles perfectly.
  5. Latest version of Skype does not support/has issues with Windows XP which still has many users.

This is not even a complete list of why people wish to stay with older versions of Skype, there are some removed features and bad UI changes, but you get the idea. Microsoft will not allow you to sign in if you are using an older version of Skype - this is a repeat of the same policy they used for Windows Live Messenger in the past by forcing users to upgrade.
